Pakistan to Commence Second Phase of Afghan Migrant Expulsion Amidst International Scrutiny

Pakistan is set to initiate the second phase of expelling Afghan migrants starting April 10, following the expulsion of 535,000 individuals since November last year.
In a meeting between Abdul Rahman Rashid, a deputy of the Taliban Ministry of Migrants, and Junaid Waziri, the Charge affairs of the Pakistani Embassy in Kabul, Rashid urged Pakistan to address the Afghan migrants’ issue within the framework of bilateral understanding, as reported by Khaama Press.

Rashid informed Pakistani diplomats that immigration decisions are bilateral and should align with mutual agreements between the two nations.
During an iftar event at the Ministry of Foreign Affairs in Kabul, attended by ambassadors and representatives from various nations, Abdul Salam Hanafi, Deputy Prime Minister of the Taliban, announced that over a million Afghan migrants had been forcibly and voluntarily removed from neighboring countries.

Amnesty International recently called for the immediate cancellation of Pakistan’s plan to expel Afghan migrants, citing violations of international human rights laws.

James Jennion according to TOLOnews expressed disappointment with the Pakistani government’s extension of the deportation drive to Afghan Citizen Card (ACC) holders, highlighting the disregard for Afghan refugees’ safety in Taliban-controlled Afghanistan. Afghan migrants in Pakistan are apprehensive about their uncertain future as the second wave of expulsion approaches, with concerns over police detention and abuse.

The first phase of expelling undocumented Afghan migrants began in November 2023, while the upcoming second phase, part of the ‘repatriation plan,’ includes those holding citizenship cards.
Despite criticism from human rights organizations and Afghanistan, the Pakistani government maintains that the action is not targeting any specific ethnic community.
